10.11.2003 The World Forum on Communication Rights is a one-day event taking place in Geneva on 11th December 2003 at Palexpo alongside the World Summit on the Information Society. Its goal is to explore some key issues ignored by the summit, and to open the agenda on what “communication rights” really mean on the ground. 06.11.2003 Most of the UN member countries are installing and using Internet services, but online government has raised questions of cost-effectiveness in developed and developing countries, according to a new UN study. A "too-grandiose approach" may result in failures or expensive white elephants, the report warns.
