As there is no definitive structure of implementing the information society Plan of Action (PoA) in place, IT for Change has started advocating for creating an implementing mechanism in PrepCom III.

PrepCom III of the World Summit on the Information Society (WSIS) will be held in Geneva from 19-30 September, 2005. This is the second phase of the WSIS. The outcomes of this process are meant to ensure that the Information Society of tomorrow takes the benefits of ICTs to those people and communities that have remained on the fringes of development.
As OneWorld South Asia actively readies itself for PrepCom in Geneva , it also sees as its mandate the greater participation of two specific communities the grassroots and the media. Attention is paid to the significant presence, participation and contribution of women and marginalised groups in this process.
