OneWorld South Asia (OWSA), has published reports and tool kits on an four-country action research that establish the role of ICTs in enabling people, to have better access to pro-poor government services.Each of the country teams chose a specific area of research. In Pakistan, the focus was on water and sanitation, in Croatia – waiting lists for surgeries in hospitals, India on access to services in a maternal and child health hospital and in Nigeria on primary education.

The Eleventh Plan approach paper correctly notes that rural health care in most states in India is marked by absenteeism of doctors/health providers, low levels of skills, shortage of medicines, inadequate supervision/monitoring and callous attitudes. There are neither rewards for service providers, nor punishments to defaulters. As a result, health outcomes in India are worse than neighbouring countries like Sri Lanka and Southeast Asian countries like China and Vietnam.

From October 2 Indians will not have to pay the extra local taxes for the medicines that they buy as the government has taken a decision to make drug prices uniform across the nation. This means that the medicines will only have one price printed on it and it would be the maximum retail price.
