Gamos Ltd. and the Commonwealth Telecommunications Organisation have carried out field research through local universities in Ghana, Botswana and Uganda, which concentrated on talking to users and potential users in rural and low-income areas. The results highlight some interesting features of how people use and access phones, and illuminate factors that lie behind some of the choices that users have to make.

ICTs are helping governments become more transparent and accountable to citizens, UNESCO has said, citing a recently released joint study> conducted with the Commonwealth Network of Information Technology for Development. But the 15-nation study also found new technologies "posing a challenge to traditional decision-making structures", the UN agency added.

Botswana is "one of the first countries in the African region to establish an independent and effective regulatory body," said Yoshio Utsumi, Secretary-General of the International Telecommunications Union, at the opening of the new BTA office in Gaborone. He added that the telecom agency's "level of independence and effectiveness may develop as a world model."
