30.09.2002 ICTs are helping governments become more transparent and accountable to citizens, UNESCO has said, citing a recently released joint study> conducted with the Commonwealth Network of Information Technology for Development. But the 15-nation study also found new technologies "posing a challenge to traditional decision-making structures", the UN agency added.
