Approaches for poverty alleviation efforts by Chinese universities

Colleges and universities in China can provide technical assistance in ICT-enabled poverty alleviation efforts. The Chinese model of partnership between university and development stakeholders can be replicated further elsewhere in Asia.

Colle and Yonggong have identified twelve-step approach that Chinese universities can adopt for implementing ICT-based interventions at the grassroots level:

  • Undertaking community information needs assessments
  • Researching on community-based developmental needs
  • Conducting e-readiness assessments to formulate strategies for policy interventions at regional and local levels
  • Facilitating the transfer of knowledge base to the local communities
  • Repackaging of knowledge derived from external sources
  • Engaging students in the ICT interventions at the grassroots
  • Design and execute various ICT based interventions
  • Building a new cadre of professionals to work for ICT interventions at the grassroots
  • Orientation of various university faculties on the potentials of ICTs in their domains
  • Monitoring and evaluation of telecentre activities
  • Contribution to the Country Gateway and other traditional media outreach
  • Continuing experiments and research on ICT and telecentre management


This paper proposes a model project involving the China Agricultural University (CAU), linking the university hub to the community telecentre.
