Indian state of Bihar introduces e-governance in Saharsa district

National Informatics Centre recently introduced the e-mitra project in Saharsha district of Bihar to provide online government information services to the citizens.

With the launch of this project, Bihar now appears in the country’s e-governance map. Launching the project, Koshi divisional commissioner T K Ghosh said the e-mitra is a step towards e-governance which President A P J Abdul Kalam had so emphatically sought in his Republic Day speech last year. "States like Andhra Pradesh, Karnataka, Rajasthan and Maharashtra have gone much farther in the direction of e-governance during the last few years, but our Bihar lagged behind,"

E-mitra uses satellite connection to provide uninterrupted online services like information on position of development schemes under MP, MLA, MLC funds, the list of beneficiaries under Below Poverty Line (BPL), Antyoday/Annapoorna schemes and Indira Awas Youjna, formats of birth/death certificates, residence, income, caste and character certificates would be made available to the people. The DM said the present system of the computer would be soon replaced by touch-screen system for the convenience of the people. DIG (Koshi range) Umesh Kumar Singh said the NIC should incorporate crime reports and other public related police records in the e-mitra system.
