The Rwandan government has mainstreamed ICT in the Vision 2020 through ICT-led Socio-Economic Development Policy and Plan for Rwanda.
The plan, known as the National Information and Communication Infrastructure 2001-2005 plan, adopted by the Cabinet early 2000, is vindicated as the most ambitious initiatives of its kind in Africa.
