Europen countries top at e-governance

According to a study by the University of Zaragoza in Spain, 6 out of the top 10 European cities for e-governance come from the United Kingdom.

The study presents new and empirical evidence on the nature of e-governance initiatives by 35 cities across 12 EU Member States.

Researchers analysed the cities’ web sites during the second half of 2003 and the first half of 2004. Three categories were measured - e-services, e-democracy and web maturity - to come up with an aggregate e-governance score.

E-services measured both the breadth of e-government services, e-democracy' measured the extent to which a city was using the internet and related technologies to facilitate the engagement of citizens in consultation and community planning and web maturity measured the sophistication and user-friendliness of a city’s web site.

Birmingham scored the most, followed by Barcelona and Amsterdam in second and third place.
