Changes sought in rules to make RTI Act user-friendly in Orissa

Civil Society groups have urged the Orissa Government to make appropriate modifications in the Right to Information rules to make the RTI Act effective and user-friendly.

The Civil Society groups demanded that the rules under the Act be made simpler for its users. They said the applicants making request for information should not be asked to provide unnecessary personal details, except for his contact details.

Citing a large number of illitrates in the state, they also demanded that the Government should incorporate the provision for an oral version of the Act and thumb impression for the applicants, who want to get information.

The resolution stressed on the inclusion of time limit of 30 to 45 days for the disposal of an appeal by Information Commission under the Rules of the RTI Act. It also pleaded to reduce the prescribed Rs 20 to Rs 10 only, for purchasing the application form to get information, so as to bring at par with corresponding amount fixed by the Central Government.

State Convener of Right to Food Campaign, a State level network of Civil Society groups Pradeep Pradhan said the State Government should initiate sufficient measures to invite public opinion on the Orissa Rules under the RTI Act 2005 through the participation of a proactive media before going for its final notification.
