The Delhi Cabinet has cleared the introduction of an e-procurement system for acquisition of goods and services, particularly for a department like the Public Works Department(PWD).
The e-procurement system would enhance efficiency and ensure transparency in the functioning of the PWD. It would make it possible to award tenders in the minimum possible time.
The main objective of the system is to not only reduce the processing timeline but also bring down the procurement cost.
The system will also help generate data for streamlining and optimisation of resources. It would ensure better negotiations by enabling collation of requirements of various departments.
The fallouts include standardisation of tender documents, bid processing and post-contract award management till the project's completion.
Moreover, the planning department has also objected on the grounds that there is no purchasing department involved and agency and procurement guidelines are issued by the finance department. "Creating such procurement system for Delhi government is neither advisable nor feasible" said a meber from the planning department.
