Taking a lead in the region, land records of four tehsils in Panchkula district will be accessible online by the end of December.
While other districts in Haryana are struggling to get the land records of at least one tehsil online, Panchkula is all set to be the first district in Haryana to have its digitised land records. Other than the land records of Morni, most of the digitised record of rights (jamabandi) of the other four tehsils in the district have already been integrated with the land records process. Because the land consolidation of Morni is disputed, this sub tehsil will continue to have manual land records.
This integration of registration of property with the land records of the remaining villages in Barwala and Kalka, and in the 34 villages of Raipur Rani is being done at district headquarters here. By the end of December, anyone owning property in these tehsils can get updated information about the jamabandi, girdawri (in case of agricultural land), change in mutation, or a copy of the record of their land online.
Called Haryana Land Record Information System (HALRIS), a modified version of Haryana Registration Information System (HARIS), this consumer friendly system will link registration with mutations so that mutation notice can be generated immediately after the registration of document. This scheme also ensures that the record of rights (jamabandi) is generated automatically and a copy of the jamabandi (nakal) will be issued to the public immediately at the tehsil level.
Jamabandi editing; new jamabandi entry; jamabandi printing; jamabandi nakal; mutation entry; mutation verification; mutation sanction; mutation incorporation; mutation printing; revert mutation all will be online.This will help remove delays in providing the services and office record maintenance, besides removing problems related to management of voluminous documents.
Officials say that while HARIS led to an increase in revenue from stamp duty by 40 per cent, it forced Collectors/Deputy Commissioners to restructure their collector rates segment wise, control area wise and prime area wise. However, this simple digitised registration proved to be a stand-alone system, and a need was felt for integration with land records.
