Livelihood training programme supporting Ethiopia's poverty reduction programme

The new livelihood skill training programme known as 'EXPRO', which has been designed by the Institute for the International Cooperation of the German Adult Education (IIZ/DVV), which is operating in Adult and Non-formal Education sub-sector, has been playing a significant role in supporting Ethiopia's poverty reduction programme, IIZ/DVV Director For East Africa said.

EXPRO, aims at enabling poverty-stricken youths and adults to generate income by means of self-employment, employment or engaging in petty businesses through short-term training, has been contributing its share in reducing poverty in Ethiopia.

These objectives are being achieved through the planning and running of all-year round training courses at Community Skill Training Centres (CSTCs) or Vocational Training Centres (VTCs) geared towards livelihood and market needs or training needs (non-formal education training with in TVET) or a combination of these, he said.

The EXPRO, which has been developed in response to practical demands since 2003, is appropriate and commensurate to the national and regional agenda, Sandhaas said.

The term livelihood in the EXPRO is being used in a rather traditional sense of making a living in a predominantly agrarian society. It limits itself more or less to the dimension of human capital, i.e. the knowledge, skills and methods used to produce or obtain food, water clothing and shelter necessary for survival and wellbeing, he said.

The EXPRO has enabled the nation to attain remarkable achievements. So far 17 model CSTCs have been established in geographically and socio-economically diverse environments and is now fully functioning, he said.

Dozens of the trainees have got access to self-employment or employment and that even in case where they did not get immediate employment, they have strongly improved their qualification to compete in the local labor market.

More and more CSTCs which have not yet included in the EXPRO from all regions, and regional associations as well as NGOs are frequently asking for support and building of their skill training programmes.

The target group of EXPRO is youth and adults with incomplete primary or secondary education (less than grade 10) who have no access to formal vocational or high education plus those with out any education at all. Priority is given to those people from rural areas who are subjected to abject poverty.
