Commentary: Implications of Right to Information in the age of ICT

Certain restrictions in the Right to Information Act 2005 can impose limitations for citizens to benefit from this new law.

In his article, “Right to Information and the Road to Heaven,” Oulac Niranjan points out that the concept of information officers is being practised in corporate sector.

Corporate entities now recruit chief information officers (CIOs), alongside the positions of chief executive officers (CEOs), chief operating officers (COOs) and chief finance officers (CFOs), separately or in conjunction. CIOs have been delegatd with the responsibility of collecting, processing, verifying, validating, and disseminating corporate information to shareholders, other line managers, industry regulators, and other information stakeholders.

ICTs play the role of catalyst in processing and disseminating information rapidly. However, the old procedure of file maintenance prevailing in Indian government may hinder appropriate utilisation of ICT-enabled services delivery.

Niranjan observes, “As an act, it is still liable to convenient legal and administrative interpretations and to easy amendments by the political executive.”
