Government of India invites comments on emerging e-governance standards

E-Governance Standards Recognizing the critical role that standards play in the rapid growth of e-Governance, the Department of Information Technology (DIT), has constituted an "Apex Body on Standards in DIT", vide its notification No. 14 (3)04-EGD dated 7th September 2005, among other things, to design the broad policy framework for setting as well as development of standards for the e-Governance initiatives in India.

The following five areas have been identified under the National e-Governance Programme (NeGP) as the key priority areas:

1. Quality and Documentation
2. Localisation and language technology standards
3. Meta Data and Data Standards for Application Domains
4. Network and Information Security
5. Technical Standards and E-Governance Architecture

National Informatics Centre (NIC) has been entrusted with this major task of the formulation of standards.

Working groups are being set up for each of the above areas of Standards. Originating white papers on all desired standards to serve as discussion papers for Working Groups to develop standards need to be prepared at the first instance.

The Terms of Reference of the Working Group is as follows:

(a) Advise on development of required White Papers for discussion in the Working Gorup to evolve standards;

(b) Evolve Standards;

(c) Manage interaction with similar initiatives and standards bodies elsewhere in the world;

(d) Nominate members on various International standards committees and continuously strive towards key roles for India in such international forums;

(e) Define the scope of any deliverables, expected milestones, and the process for the group participants to approve the release of these deliverables (including publishing intermediate results);

(f) Determine any dependencies of other entities on the deliverables of this group;

(g) Define the expected level of involvement by the members of the Team (e.g., to track developments, write and edit technical reports, , etc.);

(h) Must also include an estimate of the expected time commitment from participants;

(i) Requirements that a quorum of group participants support any formal decision of the group;

(j) Change control of the Draft standard document and Version Management.

(k) Create a supporting farmework for implementation and testing

(l) Setting timeline for the release of initial set of standards to the Apex Body of Standards of DIT.


Suggestions are called from Experts,Research Institutions , Educational institutions , Training institutions and Software Houses and Industries for working groups so as to come out with relevant white papers for adopting standards in e-governance sector.Thise may be sent to the Member Secretaries of the respective Working Groups at their e-mail cited below:
