One of the critical factors responsible for the slow growth and uptake of e-Government Projects is the lack of champions who have the right skills, knowledge, aptitude and leadership qualities, occupying decision making levels and managerial positions.
This, in turn has lead to the under-utilization of the exciting opportunities offered by the e-Government for improving quality of services to the citizens and businesses. The situation is further complicated by other problems like failure to conceptualize and design the appropriate financial, technical and business models, and lack of Project Management skills and capabilities within the government.

This is leading to several situations like failure to take advantage of the exciting opportunities offered by e-Government for improving quality of service to the citizens and businesses, lack of skill sets to conceptualize and design the appropriate functional, technical and business models and deficiencies in Project Management skills and capabilities.
Salient Features
1. The e-Champion training program is designed and conducted by National Institute for Smart Government, Hyderabad and sponsored by Department of Personnel and Training, Ministry of Personnel, Public Grievances and pensions , Government of India, New Delhi .
2.The total duration of the program will be for 14 weeks (full-time) out of which 5 weeks (Residential) will be spent at NISG Hyderabad; 1 week would be spent in visiting the international best practices in countries like UK / Singapore or Australia and the remaining 8 weeks would be spent by the candidate at his / her Head Quarters on Project Development.
3. The methodology will involve conventional lecture method, case study analysis, problem solving, brain storming sessions, lab work, and role play and participant presentations.
4.The concepts learnt during each period of stay at NISG would be translated into tangible deliverables in the subsequent module spent at the Head Quarters of each participant.
5. The participants will work on an approved e-Government project and develop a full Request for Proposal (RFP) document.
6.A panel of internal and external consultants would be set up to evaluate the reports prepared by each candidate.
7. The program provides the participants access to a network of potential consultants, clients and experts that they can rely on when executing complex e-governance projects.
