The Herald Journal on Friday,January 06, 2006 carried an article titled "Bridging a medical gap". The article is about how Dr. Eddie Loo, an instructional designer and distance education professor from Utah State University (USU) is helping to bridge the knowledge gap that exists in the African country of Rwanda. Dr. Eddie Loo is the recipient of the 2005 Innovative Practices Award.
Utah State University (USU) in cooperation with the medical department at New Orleans Tulane University, is connecting world-renowned medical doctors to rural Rwandan doctors through technology and real-time computer instruction to improve the Rwandas public health issues.
With a five-year, $3.5 million grant from the United States Agency for International Development and Emergency Plan, Loo has been helping faculty use two-way video to teach classes and communicate with colleagues. He has put together the instructional design package and trained students how to use the new technology in several learning centers outside the capital city of Rwanda, Kigali. He aims to link the five Rwandan medical centers to Tulane University so that real-time information and dissemination can be transmitted to all six zones.
