Right to information is a precondition to achieve accountable, transparent and participatory governance and people-centred development.
The civil society in India has played a crucial role in all the three stages in the promotion of a right to information regime, that is pre-legislation , drafting and post-legislation stage.
This paper looks at the conceptual and historical evolution of the role of civil society in demanding, promoting and ensuring Right to Information. It specifically looks at the role played by the civil society organizations in India in ensuring the enactment of Right to Information Act which addresses and reflects the voices of the people.
The paper also highlights the role that ICT for D tools can play in promoting Right to Information. It proposes that the ongoing UNDP programmes, such as on local governance (rural and urban) or ICT for development, should be used as vehicles for mainstreaming right to information.
