Bihar to take big leap towards e-governance

Bihar, where former chief minister Lalu Prasad once rubbished IT as an elitist tool, is all set to take a big leap towards e-governance with the government formally adopting it as a state policy on the advice of President A.P.J. Abdul Kalam.

uring a visit to the state earlier this year, Kalam had suggested that the new government led by Nitish Kumar go in for e-governance as a tool for development and to ensure corruption-free administration.

'E-governance would become a reality after government adopted it as policy on advice of President Kalam' state secretary A.K. Chauhan said Friday.

In a bid to move ahead with e-governance, the state has proposed to constitute a Special Purpose Vehicle (SPV) with the clear-cut objective of bringing about Information Technology (IT) transformation in the state. The SPV would constitute a tripartite joint venture of state-owned Beltron, Tata Consultancy Services and Infrastructure Leasing & Financial Services (ILFS) at the estimated cost of Rs. 380 million.
