The Rome Consensus: C4D is a major pillar for development

The World Congress on Communication for Development (WCCD) that brought together communication practitioners and developments experts from across the world has issued a final draft of recommendations for governments, policy makers and the development community. The meet that took place from October 25-27, 2006 in Rome says, "Communication for development is essential to make the difference happen". Recommendations: ...we recommend that policy makers and funders do the following: Overall national development policies should include specific communication for development components. Development organisations should include communication for development as a central element at the inception of programmes. Strengthen the communication for development capacity within countries and organisations at all levels. This includes: people in their communities; communication for development specialists and other staff including through the further development of training courses and academic programmes. Expand the level of financial investment to ensure adequate, coordinated, financing of the core elements of communication for development as outlined under Strategic Requirements above. This includes budget line[s] for development communication. Adoption and implement of policies and legislation that provide an enabling environment for communication for development – including free and pluralistic media, the right to information and to communicate. Development communication programmes should be required to identify and include appropriate monitoring and evaluation indicators and methodologies throughout the process Strengthen partnerships and networks at international, national and local levels to advance communication for development and improve development outcomes Move towards a rights based approach to communication for development Read/download the full report.
