Workshop on Cybersecurity

Our societies are increasingly dependent on information and communication technologies (ICT) networked around the globe. These networks are responsible for a growing share of national wealth, and they provide potential for greater prosperity. However, threats have emerged that can seriously damage critical network infrastructures. To address these threats and protect these infrastructures, each country needs a comprehensive action plan that addresses technical, legal and policy issues, combined with regional and international cooperation.

In Resolution 130 (Antalya, 2006), ITU was requested to give high priority to building confidence and security in the use of information and communication technologies.

This workshop, one of series of regional events jointly organised by ITU-D and ITU-T, aims to:

Identify challenges faced by countries in the Asia-Pacific Region in developing frameworks for cybersecurity and CIIP, and to consider best practices;

Disseminate information on related technical standards activities developed/being developed by standardisation organisations, and in particular ITU-T;

Disseminate information on activities underway in ITU-D Study Group Question 22/1: Securing information and communication networks: Best practices for developing a culture of cybersecurity;

Review the role of various actors (e.g., Governments, Service Providers, Academia, Citizens) in promoting a culture of cybersecurity.

Furthermore, Plenipotentiary Conference 2006 Resolution 123 and outcomes from the World Telecommunication Standardization Assembly, Florianópolis, 2004 (WTSA-04 ) and World Telecommunication Development Conference, Doha, 2006 (WTDC-06 ) requested the Sectors to undertake initiatives to bridge the standardization gap between developed and developing countries and strengthen the collaboration between ITU-T and ITU-D respectively.

This workshop responds to this request as it provides a review of ITU-T Recommendations and activities relating to cybersecurity and informs participants on related ITU-D Study Group activities.

The workshop is targeted at policy makers / regulators / service providers / operators, who are or would be involved in setting up or are implementing related frameworks in their country. It will benefit:

Information and communication policy makers from ministries and government departments;

Departments/Institutions dealing with cybersecurity policies and legislation; and

Representatives from operators, manufacturers, service providers, industry and consumer associations that need to understand develop and implement related solutions.
