The Budva Declaration was adopted at the regional Seminar on the Freedom of Information (Budva, Montenegro, September 9-10). Representatives of the Governments of Balkan countries, together with foreign and NGOs from the region participated in the Seminar.
The Declaration contains several distinct elements, but for Macedonia and Serbia and Montenegro, the only countries in the region without proper legislation, most important is the provision of Article 1 of the Declaration, which invites the two countries to adopt Law on Access to Information as soon as possible.
In addition, the Declaration calls on the Macedonian authorities to give preference in the preparation of the Law at the expense of the recently adopted Law on Confidential Information and State Secrets.
