05.04.2004 Pakistan's Federal Minister for Education, Zobaida Jalal, says attitudes towards education are changing but the quality of education - whether primary or higher - still remains an issue. She points out that only 2.2% of the national budget is allocated to education, and attributes difficulties to this shortfall and to inequality of opportunity for boys and girls.
