A council has been formed to represent the indigenous population of Sakhalin island in Russia's far east in negotiations with government authorities and companies planning to wratchet up oil exploration on the island. The indigenous leaders are calling on the companies to launch a fund to support community development and do a servey to determine how the new activity will affect local people.

A Canadian-based mining company that used "trickery [and] coercion" to buy up land in the towns of San Miguel Ixtahuacán and Sipakapa is imposing on the rights of indigenous communities, say local human rights groups, and causing social unrest. A Mayan man was killed after a heated dispute with mine workers on his land last week.
